One factor to notice that I didn’t notice due to my phrase constraint: the highest 4 are pretty tightly clustered. DeSantis and Haley are outliers.
One optimistic shock is Chris Christie. He was governor in a “blue” state and doubtless needed to struggle a legislature greater than did the three governors above him.
